Poloncarz Announces Forthcoming Electronic Payment System for County Taxpayers, Consumers of Services

County to Accept Credit Cards and Other Electronic Payment Methods

Erie County Comptroller Mark C. Poloncarz today announced that Erie County ("County") is proceeding with development and implementation of a system to accept credit cards, debit cards and other forms of electronic payments for taxpayers and consumers that conduct business with the County.

"I am delighted to report that today my office is sending to the Erie County Legislature a request for approval of a partnership with J.P. Morgan Chase under which the County will provide to our customers the opportunity to pay various bills, including property tax payments and County Clerk fees, via credit card, debit card or through an electronic bank withdrawal using the Internet, telephone or in person," said Poloncarz.

Once implemented, through the system, individuals or entities doing business with the County will have an option to pay for various services, needs or bills electronically. This will include property tax payments, park shelter reservations, golf greens fees, Sheriff's bail, auto registrations, property deeds and sale fees, and health fees. Poloncarz said, "By offering our customers the ability to pay with merchant cards or via fund transfers from their bank accounts, we are helping to make the County more efficient and reduce expense while giving payers the flexibility they desire."

In September 2008, Comptroller Poloncarz's office issued a request for proposals for potential vendors to work with the County to offer electronic payment options. The Comptroller received 15 responses from national and regional vendors. After a detailed and thorough review with the County's Department of Law, Division of Information and Support Services, Department of Real Property Tax Services and others, the County selected J.P. Morgan to provide the service.

The Comptroller has submitted a request to the Erie County Legislature seeking approval to enter into a contract with J.P. Morgan to commence the system and expects legislative approval of the initiative.
